President Bush Announces Hurricane Reconstruction Plan in Live Speech

In a prime-time speech, President George Bush presents a package of new federal aid to help U.S. hurricane victims rebuild their lives. The plan is expected to include initiatives to provide job training and housing for displaced hurricane victims.
